Live streaming from Penn National?  Still entirely possible but the location has moved from their own website to a number of 3rd party services.  Generally speaking your best bet is just to sign up for an account with a couple of bookmakers, check out here and here.  Basically it comes down to where you are, for a lot of places the US races are shown for free with no wagering requirements, for others (mostly Europe, UK) you may need to place a minimum bet to watch live.  William Hill seem to offer the better service on this in our experience. Live streaming from Penn National is still available, it just takes a little more finding than it did previously.
